District Court SHIRLEY GRANT MOTOR VEHICLE ADMINISTRATION 6601 RITCHIE HWY | GLEN BURNIE, MARYLAND 21060 SHIRLEY GRANT is the Assistant Director of Central Operations at the Motor Vehicle Administration (MVA) in Glen Burnie Maryland. She began her career with the MVA as a Customer Agent in 1997 where she worked as an insurance compliance agent. In 2004 she was promoted to a supervisor in the Driver Wellness and Safety division. After three years she was promoted to a section manager in the same division to oversee the Reinstatement and the Ignition interlock programs. As the Program Administrator for the Interlock division, she helped to move the program from a paper base reporting to an automated reporting in 2008. she was instrumental in the implementation of new regulations in 2010 which saw the start of mandatory interlock requirements, again in 2016 with the implementation of Noah’s law and in 2019 when cameras were introduced into the program. She was responsible for onboarding new interlock vendors, drafting /updating regulations, creating new policies and procedures and making sure the program was compliant with legislative requirements. In December 2017 she was promoted to Assistant Division Manager of the Motor Carrier division which houses the International Registration Plan (IRP) for apportion commercial vehicles. After a year in IRP, she was promoted to the Division Manager in the Insurance compliance division (ICD) where she first began her career. In 2020, during the pandemic, she was promoted to the Assistant Director of Central Operations. In this position she is responsible for overseeing the planning of long- and short-term project goals, to direct, implement and enact legislation, regulations and MVA policies and programs that govern and regulate the 8 divisions within Central Operations. Shirley’s motto is to always treat others the way you want to be treated. CHRISTINE E. NIZER was appointed Administrator of the Maryland Department of Transportation Motor Vehicle Administration (MVA) and Governor’s Highway Safety Representative in August 2015. Prior to that appointment, Ms. Nizer served as the MVA’s Chief Deputy Administrator and Deputy Administrator for Central Operations and Safety Programs for over eight years. She also held management positions at the Maryland Public Service Commission, the Maryland General Assembly and the Office of Homeland Security.
