JUDITH C. ENSOR has been an Associate Judge of the Circuit Court for Baltimore County since 2005. She was her court’s lead civil judge from 2016 to 2024. Judge Ensor was appointed to the Judicial Ethics Committee in 2019 and currently serves as chair. She also is chair of the medical malpractice work group of the Conference of Circuit Judges Committee on Complex Litigation. Judge Ensor was elected an ASTAR Science and Technology Fellow in 2009. She is a fellow of the Maryland Bar Foundation. Judge Ensor also is a member of The Daily Record’s Circle of Excellence, having been chosen as one of Maryland’s Top 100 Women in 2007, 2009, and 2011. She served on the St Paul’s School for Girls’ Board of Trustees from 2004-2013 and was its President from 2011-2013. She also was on the Board of Trustees of Samuel Ready Scholarships, Inc. from 2015-2022, ultimately serving as President. Prior to her appointment to the bench, Judge Ensor was a partner with the law firm of Whiteford, Taylor & Preston, LLP. While with Whiteford, Judge Ensor enjoyed a varied litigation practice and tried cases in both the State and Federal courts. In addition to individuals and small businesses, Judge Ensor’s clients included several healthcare providers, shopping malls, funeral homes, and cemeteries. Judge Ensor is a magna cum laude graduate of St. Lawrence University. She received her law degree, with honors, from the University of Maryland School of Law.

MICHELLE FOWLER is a dedicated public service professional with over 30 years of experience in state government. She began her career in 1992 as a clerical assistant in Case Management for eight years before transitioning to the commitment department in 2000 where she found her true passion for public safety. Through hard work, leadership, and a deep understanding of departmental operations, Michelle Fowler was promoted to Executive Deputy Director in January 2022 and later assumed the role of Executive Director in March 2024. In this capacity, she oversees all aspects of the unit’s operations and ensures the fulfillment of the agency’s mission to Public Safety. Overseeing a unit that is faced with challenges including legislative changes and court decisions that impact the awarding of diminution credits, sentence calculations and release dates, her devotion and expertise in commitment processes and organizational leadership has made her an invaluable asset to the agency in this very specialized unit.
