Multi-Factor Authentication (MFA) JIS is examining the use of MFA technology to improve the Judiciary’s security posture by enhancing user authentication. MFA uses a token in addition to passwords to authenticate the user when trying to sign on to the Judiciary’s systems. Today’s technology uses a mobile phone to distribute the token. JIS is using MFA for system administrators and other high security access. Expand the use of MFA to all users is being studied. Case Notification The Case Notification Project once called the text-messaging project, also known as the Hearing Notification Public Judicial Access (PJA) System, notifies enrolled defendants in criminal cases of hearing changes and sends reminders of hearings. After a successful pilot, JIS plans to expand the program to wider population and more case types are being developed under the leadership of the Major Projects Committee. This project is still in the initiation and definition stages. The key items to be determined are which cases will be included in the notification process and how to identify and register who will be notified. The heart of the notification algorithmwas developed during the pilot and will be leveraged for the more expansive roll out. GOALS/INITIATIVES FOR THE UPCOMING YEAR 1. Continue to work with the Major Projects Committee on the roll out of MDEC and the expansion of the Case Notification System. 2. Continue requirements and design for an enhanced Case Search system. 3. Continue security awareness program and strive for 100% compliance. 4. Continue to work with attorney agencies to refine and improve compliance processes and support using Attorney Information System. 5. Continue efforts to expand the new data exchange processes with justice partners in conjunction with the MDEC rollout. 6. Continue to improve access to data by controlling robotic process automation 7. Continue evaluation and decisions about Voice over Internet Protocol communications. CaseSearch Subcommittee The subcommittee researched and reported on two important issues affecting CaseSearch and its users. An extensive report was presented to the Judicial Council to recommend the following actions. 1. Use measures such as CAPTCHA software to prevent the robotic process automation also known as screen scraping from harvesting bulk data from Case Search, and 2. Re-write the disclaimer language found on the Case Search page to be more clear and concise. The Judicial Council accepted the recommendations and efforts to implement the necessary tools is underway. Non-Case Record Automation Subcommittee The work group has requested that JIS look at the possibility to accept online payment of licenses to facilitate remote processing as much as possible to limit need to go into courthouses. This would improve processes and also help in light of the COVID-19 situation. eWarrant Work Group The Administrative Order on eWarrants went into effect on July 1, 2015. The order provides for the electronic submission of an application for a search warrant, the electronic issuance of a search warrant, and the electronic submission of the search warrant return. However, wide-spread adoption and acceptance of the technology used to facilitate the process stalled because the tools were not easy to use on all devices and did not integrate easily into the workflow. A new solution (DocuSign) was implemented and tested by a select group of judges. The toolset is much easier to use, integrates with e-mail more effectively, and can be used on any device. The solution was introduced and has gained more popularity than the previous toolset. SUBCOMMITTEES AND WORK GROUPS
