District Court HONORABLE CHRISTOPHER PANOS (SR.) CIRCUIT COURT FOR BALTIMORE CITY 111 NORTH CALVERT STREET | BALTIMORE, MARYLAND 21202
CHRISTOPHER PANOS serves as a senior judge in the Maryland Judiciary. Prior to commencing senior status in February 2024, Judge Panos served as an associate judge of the Circuit Court for Baltimore City from 2013 – 2024, as an associate judge of the District Court of Maryland for Baltimore City from 2006 – 2013, and as Special Master, Family Division, Circuit Court for Baltimore City from 1999 – 2006. Prior to his public service, Judge Panos engaged in the private practice of law at Klemkowski & Panos, P.A. in Baltimore from 1990 – 1999. Judge Panos served on the Judicial Institute of Maryland (now known as the Judicial College of Maryland) board of directors, the board’s curriculum committee, and as board liaison, course coordinator, and faculty for numerous judicial education courses. He additionally served on Judicial College workgroups involving legislation and family law. Judge Panos continues to teach at the college’s annual New Trial Judge Orientation and Family Law University courses, and he additionally serves on the college’s Criminal Law University workgroup and faculty. Judge Panos’ memberships include the International Association of LGBTQ+ Judges, Maryland State Bar Association, and Bar Association of Baltimore City. Judge Panos co-chaired the BABC Bench-Bar Committee and chaired the BABC Family Law Committee. Additional memberships have included the Maryland Judicial Conference Planning Committee, the Judicial Conference Domestic Violence and Custody subcommittees of the Family Law Committee, MSBA Standing Committee on Professionalism, MSBA Family and Juvenile Law Section Council, and BABC Executive Council. Judge Panos is a life fellow of the Maryland Bar Foundation and a fellow of the Baltimore Bar Foundation. Judge Panos attended the University of Baltimore School of Law and received a Juris Doctor degree in 1989. He attended the University of Baltimore Yale Gordon College of Liberal Arts and received a Master of Arts degree in 1984. Judge Panos attended the University of Maryland at College Park, Division of Behavioral and Social Sciences, and received a Bachelor of Arts degree in 1980. Circuit Court HONORABLE STEPHANIE P. PORTER CIRCUIT COURT FOR HOWARD COUNTY 9250 JUDICIAL WAY | ELLICOTT CITY, MARYLAND 21043 STEPHANIE P. PORTER, Associate Judge, Circuit Court of Howard County, since January 14, 2022. Judge Porter is Co Chair, Maryland Judicial Conference; Member, Juvenile Law Committee; Chair, Symposium Workgroup of the Domestic Law Committee’s Child Support Workgroup. She serves as the Court’s designee to the Howard County Behavioral Health Advisory Board and is part of the implementation team of Howard County’s Crossover Youth Practice Model. Magistrate, Circuit Court of Howard County, 2015-2022. presiding over juvenile delinquency cases, Children in Need of Assistance (“CINA”) cases, family law matters, as well as child support matters. Member, Judiciary’s Education Committee 2017-2022, and the Access and Fairness Subcommittee of the Equal Justice Committee. Assistant State’s Attorney, Baltimore County, 2001-2015. Concentration: sex crimes, sexual and physical child abuse, child pornography and online exploitation cases, and gang crimes. Member, Franklin Square Hospital Child Protection Team, The Baltimore County Local Children’s Board, the State Council on Child Abuse and Neglect, Multi-Jurisdictional Violent Crimes Task Force and Project Safe Childhood. Born in Burlington, Vermont, 1972. University of Vermont, B.A. (psychology & sociology, with concentration in crime, law and justice). University of Baltimore School of Law, J.D. 2000. Admitted to Maryland Bar in 2000. Law Clerk to The Honorable Kathleen G. Cox, Circuit Court for Baltimore County. Member, Maryland State Bar Association, Howard County Bar Association, Howard County Women’s Bar Association and the Honorable James MacGill INNS of Court (serving as President for 2021/22 and 2024/25). Ms. Porter previously served on the faculty of ChildFirst Maryland. She was previously on the Oakland Mills Local Leadership Team and served on the board of HCDrugFree. She is a 2019 graduate of Leadership Howard County.
