HONORABLE ROBERT K. TAYLOR, JR. CIRCUIT COURT FOR BALTIMORE CITY 100 N. CALVERT STREET | BALTIMORE, MARYLAND 21202
ROBERT K. TAYLOR, JR. is an associate judge of the Circuit Court for Baltimore City. He previously served as an assistant attorney general and the senior counsel for forensic litigation in the Criminal Appeals Division of the Maryland Office of the Attorney General. Prior to joining the Office of the Attorney General, he spent ten years in private practice as a trial attorney. Judge Taylor is a 1994 graduate of the University of Maryland School of Law. He is a member of the American Academy of Forensic Sciences and a former adjunct professor at the University of Baltimore School of Law. He has also spoken at various events and conferences around the world as an expert on courtroom science issues. Judge Taylor was a NAAG Supreme Court fellow for the 2009-2010 term and has served as an international consultant on forensic evidence for the United States Department of State.

JASON V. THOMAS is the Chief Technology Officer (CTO) for Judicial Information Systems (JIS). As a member of the JIS executive leadership team, Jason is responsible for planning, recommending, developing, implementing, and supporting cost-effective, high-performing technology solutions and initiatives for the Maryland Judiciary. During his more than 21 years with the Judiciary, Jason has held progressively responsible positions relating to Systems Engineering and Enterprise Solutions Architecture. Jason spearheaded the rapid introduction and expansion of numerous court technologies to facilitate court operations during the COVID-19 pandemic and is leading efforts for employing new, innovative technologies in support of the Judiciary’s mission of providing fair, efficient, and effective justice for all.
